Haryana Overhauls Hiring Strategy

Chandigarh, Jan 16: A major restructuring of Haryana’s recruitment process is on the horizon following recommendations from the state’s Rationalisation Commission. The panel has advised the government to strip the HPSC and HSSC of their monopoly on hiring for major departments, advocating instead for the creation of sector-specific recruitment boards.

The recommendation comes in response to persistent bottlenecks that have left thousands of government positions vacant. The commission noted that when hiring through the central commissions stalls, it triggers a domino effect of inefficiency. “If recruitment is made against vacancies on a regular and periodic basis, it will solve numerous problems of governance,” the report said.

Data from the commission suggests that the reliance on contractual arrangements is a direct consequence of the “inordinate delays” and legal challenges faced by the HSSC and HPSC. By separating the recruitment for high-volume sectors like education and police, the state could potentially insulate these vital services from the procedural backlog seen in Group C and D services.

The report also pointed toward a need for higher standards in the selection process. The commission described some current Group B and C employees as “poorly qualified and poorly trained,” noting that this deficiency directly impacts the quality of state administration. The panel urged the government to prioritize the integration of modern technology and revised service rules to foster transparency.

The state government is now reviewing the report, which was initiated under the tenure of former Chief Minister Manohar Lal Khattar. With the rationalization of 23 additional departments currently underway, the proposed changes represent a significant shift toward a more decentralized and efficient bureaucratic structure for Haryana.
