Centre Tightens Oversight of Petroleum Value Chain

New reporting order overrides private confidentiality clauses

New Delhi, March 19: All entities involved in the production, processing, and consumption of petroleum and natural gas are now required to furnish detailed data to the government following a new federal notification. The Petroleum and Natural Gas (Furnishing of Information) Order, 2026, establishes a structured system for real-time monitoring of energy stocks and supply chains throughout India.

The Petroleum Planning and Analysis Cell (PPAC) has been tasked with managing the sector-wide data compilation. This agency will oversee the maintenance of information related to production volumes, storage capacities, and allocation patterns. The order covers a broad spectrum of participants, including petrochemical plants, refinery operators, and pipeline companies.

According to the notification, the requirement for transparency takes precedence over any prior commercial sensitivity concerns. The document declared that entities cannot refuse to share information based on contractual obligations or proprietary restrictions. This ensures that the Central Government has an unobstructed view of the country’s energy inventory.

By utilizing the Essential Commodities Act, the ministry has integrated this order with existing storage and production regulations from 1999 and 2026. The data may be requested in various formats, focusing on specific geographies or consumer categories to assist in informed policy interventions.

Sources asserted that the primary objective of the mandate is to maintain market stability and enhance responsiveness to supply challenges. “This centralized mechanism will enable more informed decisions regarding energy distribution,” a government source stated. The policy is designed to function alongside current regulations rather than replacing them, ensuring a comprehensive approach to monitoring the nation’s essential commodities.
