LUDHIANA, July 29 — To revive Punjab’s rural sporting heritage, Chief Minister Bhagwant Singh Mann will flag off the first official bullock cart race in years at a mega event in Mehma Singh Wala village, Ludhiana, on Tuesday.
The relaunch comes after the enactment of the Punjab Prevention of Cruelty to Animals (Punjab Amendment) Act and accompanying Conduct of Bullock Cart Race Rules, 2025, which removed legal obstacles that had long stalled the sport. The relaunch is being seen as both a cultural and political milestone, reconnecting rural Punjab with one of its most iconic traditions.
“The chief minister has brought back a part of Punjab’s soul,” said Baltej Pannu, chief spokesperson of the Nasha Mukti Morcha, during a venue inspection on Monday. “This is a historic moment. It reflects Mann saab’s deep commitment to the people and culture of the state.”
MLA Jiwan Singh Sangowal, who accompanied Pannu, also praised the initiative and said the event would “rekindle pride in rural traditions.”
Scheduled to take place at the football stadium in Mehma Singh Wala village, located in Ludhiana’s Gill constituency, the event is expected to draw thousands. In addition to the races, the day-long celebration will feature traditional music, folk performances, and cultural displays.
District officials, under close supervision, have been working to ensure smooth execution of the event. Police, veterinary, and logistical teams have been mobilized to ensure animal safety and compliance with the newly enacted regulations.
The state legislature had passed the amendment bill earlier this year, with President Droupadi Murmu giving her assent on February 27. Punjab now joins a small number of states that have formalised the return of traditional sports through legislation designed to regulate animal welfare and ensure ethical conduct.
“This is about balancing tradition with responsibility,” said a senior official in the agriculture and rural development department. “We want to give the youth an opportunity to participate in their heritage, but under a framework that ensures humane treatment of animals.”
Chief Minister Mann is also expected to interact with participants and racing enthusiasts at the event, reinforcing the government’s intent to promote rural sports while respecting both legal and ethical standards.
