Ludhiana, October 10 — Congress MP from Ambala, Varun Chaudhry, and Punjab AAP MLA Amit Rattan on Friday met Punjab Governor and Chandigarh Administrator Gulab Chand Kataria in Ludhiana, urging a judicial inquiry into the alleged suicide of senior Haryana IPS officer Y. Puran Kumar. The leaders demanded that the probe be conducted under the supervision of a sitting High Court judge.
Chaudhry and Rattan, who is the AAP MLA from Bathinda Rural and the younger brother of the late officer’s wife, IAS officer Amneet P. Kumar, expressed deep concern over what they described as caste-based harassment that Kumar allegedly faced from senior Haryana Police officials.
In a memorandum submitted to Kataria, Chaudhry cited the “final note” purportedly written by the deceased IPS officer before his death at his Sector 11 residence in Chandigarh on Tuesday. According to sources, the note named senior officers and described years of alleged mental harassment, humiliation, and caste discrimination.
“The whole nation is in shock to know about the suicide by an IPS officer, and more shocking is the reason for this extreme step — caste-based discrimination by top officials of Haryana,” Chaudhry wrote. He added that the incident revealed how “the dream of an atrocity-free India envisioned by Baba Saheb Dr Bhim Rao Ambedkar remains unfulfilled.”
The MP requested immediate action against the officers named in the note and sought security for the officer’s family. “We also brought to his notice that the FIR registered so far is incomplete, as it fails to reflect the names of all those accused by the deceased,” Chaudhry said after the meeting.
According to Chaudhry, the family believes that the note specifically mentioned Haryana DGP Shatrujeet Kapur and Rohtak SP Narendra Bijarniya, who should be removed from their positions to ensure a fair investigation. “As long as they hold office, an impartial probe cannot be expected,” he said.
Following their meeting with Kataria, Chaudhry and Rattan visited the official residence of Amneet Kumar in Sector 24, Chandigarh.
On Thursday, Chandigarh Police registered an FIR under charges of abetment to suicide and provisions of the SC/ST Act based on the officer’s final note. The FIR named senior IPS officers and referred directly to the Haryana DGP and Rohtak SP for allegedly harassing and defaming Kumar.
A day later, Amneet Kumar wrote to Chandigarh SSP Kanwardeep Kaur, objecting to what she termed “incomplete information” in the FIR. She requested amendments to include all the accused and to strengthen the sections invoked under the SC/ST Act, calling some of them “diluted.”
Chaudhry said that apart from naming top officers, the note also mentioned others who had allegedly harassed Kumar during his service career. “The family wants those in authority to be removed so that they cannot influence the investigation,” he added.
AAP MLA Amit Rattan said the family and supporters were still “struggling to get a proper FIR registered.” “We could never imagine that such a thing could happen. Y Puran ji was a brave man, but such circumstances were created that he saw no other way. Even after his death, we are fighting to get justice,” Rattan remarked.
He said it was “tragic that eight decades after independence, exploitation on the basis of caste still exists.” Rattan described Puran Kumar as “the pride of the Dalit community,” adding that there was widespread anger and grief among people.
Questioning the FIR’s credibility, Rattan asked, “What is the meaning of an FIR in which no one has been named in the accused column?”
Both leaders reiterated their demand for a time-bound judicial probe, saying only an independent inquiry could reveal the full truth behind the officer’s death.
