Haryana Approves New Land Policy, Expands Welfare Measures

CHANDIGARH, June 27 — The Haryana government approved a series of policy changes, including a new land purchase framework for development projects, relaxed norms for compassionate appointments, additional leave benefits for women and staff, and revised perks for former legislators.

A new Land Purchase Policy for Development Projects, 2025 was approved to enable voluntary land offers to government departments, boards, corporations, and companies. “This policy provides landowners with a structured platform to participate in decision-making for public projects while ensuring fair compensation,” an official spokesperson said.

The revised framework builds on the previous voluntary purchase policy but introduces new incentives for land aggregators and provisions for their empanelment via an online portal. The 2025 policy will supersede the 2017 version.

In another key decision, the Cabinet eased the time-bar condition under the compassionate appointment policy for dependents of Haryana’s battle casualties. Earlier restricted to applications within three years of the policy’s 2014 start, the relaxation will now allow the appointment of eligible dependents to Group B, C, or D posts, benefitting eight pending cases.

Addressing employee welfare, the Cabinet raised the annual casual leave allowance for all regular female state employees from 20 to 25 days. Group C and D staff will now also be eligible for compensatory leave if they work on officially notified holidays. The compensatory leave must be availed within one month — or within 15 days if a prior request was denied — and can be clubbed with public holidays or used for station leave.

To reflect its expanded role and mandate, the state government also approved renaming the Anti-Corruption Bureau as the State Vigilance & Anti-Corruption Bureau, Haryana.

In a move aimed at former lawmakers, the Cabinet passed an amendment to Section 7-C of the Haryana Legislative Assembly (Salary, Allowance and Pension of Members) Act, 1975, granting former MLAs a monthly special travel allowance of up to ₹10,000 for journeys across the country.

The set of decisions reflects the state’s push to make governance more inclusive, benefit public servants and their families, and streamline policy frameworks ahead of major development initiatives.
