Haryana Rights Panel Orders Probe into Illegal Mining in Panchkula

Chandigarh, May 12 — The Haryana Human Rights Commission (HHRC) has taken suo motu cognisance of media reports detailing rampant illegal mining in Panchkula district and has directed authorities to submit a detailed report on enforcement measures, environmental impact, and future action plans.

In an order dated May 7, the Commission cited widespread illegal mining operations near the Pinjore-Nalagarh road, Mallah Road, Raipur Rani and Barwala. It expressed serious concern over an incident where illegal miners allegedly chased and threatened a sub-inspector while he was on duty.

“Threats and attacks against law enforcement officials infringe upon their right to safety and professional integrity,” the Commission observed.

The HHRC, comprising Chairperson Justice Lalit Batra and members Kuldip Jain and Deep Bhatia, called the situation a “systemic administrative failure and deliberate inaction,” indicating a possible nexus between mining offenders and officials.

In its directive, the Commission ordered a comprehensive report that must include:

• Environmental impact assessment, including deforestation, groundwater depletion, and contamination of air and water;

• Records of criminal cases registered, penalties imposed, and equipment seized;

• A forward-looking action plan with specific steps to strengthen monitoring and enforcement, including the use of advanced technological tools.

“A ‘zero tolerance’ policy will be adopted for environmental crimes,” said HHRC spokesperson Puneet Arora on Monday, adding that strict legal action will follow in all cases of public interest violations.

Officials from all relevant departments have been asked to appear in person before the Commission on August 19, along with their respective action taken reports.
