Haryana Rights Body Mandates Upgraded Camera Infrastructure and Longer Video Backup

Chandigarh, OCT 1: Child Care Institutions across Haryana face updated security requirements after the Haryana Human Rights Commission recommended comprehensive CCTV coverage and extended footage retention protocols to protect young residents. The panel directed that video recording systems maintain continuous operation with data storage capacity expanded to six months.

The policy directive followed panel deliberations on safety protocols triggered by a complaint concerning a Madhuban juvenile facility. Although official police investigations found no evidence of a cognizable offence in the specific case, the review highlighted systemic gaps in camera placement and historical data retention across such institutions.

Commission guidelines emphasize that camera coverage should encompass dormitories, common areas, entrances, and administrative zones in accordance with established juvenile justice rules. Officials noted that implementation across homes, shelters, and adoption agencies must balance security needs with the fundamental personal dignity of residents.

Departmental heads and district administrative officers have been instructed to conduct comprehensive reviews of existing equipment and submit status reports detailing compliance across all districts ahead of the follow-up hearing set for early 2027.
