Panel to Draft Ayushman Incentive as Haryana Ends ACP Dispute

CHANDIGARH, Dec 12— Haryana will form a committee within a month to design a new Ayushman Bharat incentive scheme for government doctors, officials said Friday, after an agreement that ended a prolonged stand-off and brought healthcare services back on track.

HCMSA president Dr. Rajesh Khyalia said the committee will study models used by other states and guidelines from the National Health Authority. “One member from the doctors’ association will be included, and the proposal will be submitted within a month,” he said.

The state also agreed to pause direct recruitment of senior medical officers (SMOs) while it reviews service rules in comparison with other states. The ACP scheme dispute had triggered work suspension earlier in the week and led to an indefinite strike when talks did not materialize.

HCMSA general secretary Dr. Anil Yadav said the association also raised concerns about newly appointed medical officers being posted in district hospitals, affecting their eligibility for career progression. “It was agreed that no medical officer would be denied first-stage ACP benefits because of an urban posting if they were not sent to rural areas by the government,” he said.

The government later confirmed that the period of strike-related absence will be treated as leave.
