Punjab Moves to Curb Illegal Mining Through Structured Extraction Sites

New policy integrates registered crushers with approved mining plans to stabilize market rates

Chandigarh, Feb 26: Punjab Mining and Geology Minister Barinder Kumar Goyal has announced a time-bound action plan to augment the state’s legal mineral supply through the operationalization of dedicated mining sites. Speaking at the signing of new mining agreements, the Minister asserted that the initiative marks a decisive step toward a transparent and regulated mineral sector.

The Minister stated that 44 approved sites are expected to be functional by the end of March 2026, with a total of 163 sites planned for rollout by the end of the year. He declared that this calibrated expansion is essential to ensuring a steady availability of gravel and sand in the market. Minister Goyal affirmed that increased legal supply is the most effective way to curb the influence of illegal mining operations.

“Our government is firmly committed to providing sand and other minerals at affordable prices,” Minister Goyal stated. He maintained that the new framework, which allows landowners and crusher owners to operate within a legal and environmentally protected system, will improve revenue generation for the state. The Minister asserted that the administration would ensure strict adherence to environmental norms through close coordination with all stakeholders.

The launch follows the receipt of over 160 applications across the state for the new mining categories. Officials noted that 14 sites have already secured necessary environmental clearances. The Minister declared that the department would continue to prioritize sustainable practices to balance the needs of the construction industry with ecological preservation.

Minister Goyal reiterated that the Mann government’s stance against illegal activities remains firm. He stated that the new policy not only supports local landowners but also ensures that the mining sector contributes effectively to the state’s broader economic objectives.
