Punjab Takes Coordinated Action to Solve Stray Animal Problem

Chandigarh, November 17, 2025 — Punjab has launched a state-level campaign to resolve its long-standing stray animal problem, combining administrative coordination, financial support, and public reporting mechanisms for the first time. Chief Minister Bhagwant Mann’s administration has moved beyond promises made during debates on the Prevention of Cruelty to Animals Act to implement a comprehensive plan.

Speaking in the Assembly, Local Government Minister Dr. Ravjot Singh said, “This is the first occasion where all departments and stakeholders are working collectively. The Local Government Department is spearheading the multi-agency effort to ensure effective coordination.”

The state has also implemented the Punjab Compensation to Victims of Animal Attacks and Accidents Policy, 2023, which provides prompt financial aid to those affected by stray animal incidents. “Victims should not struggle financially after an attack,” Dr. Singh noted.

To manage stray animal populations, over 2 lakh animals have been accommodated in 518 registered gaushalas, while 77 animal sheds have been built in 20 government pounds by the Department of Rural Development and Panchayati Raj. Additionally, Urban Local Bodies have added 10 new shelters.

Regular directives are being issued to local authorities to strengthen capture and care efforts. Financial assistance from the Cow Cess fund and ULB resources ensures that shelters have adequate support.

District-level systems have been reinforced, with officers instructed to transfer stray animals to shelters by March 31. A 24×7 helpline (9646-222-555) has been introduced for citizens to report incidents of animal attacks. Deputy Commissioners are coordinating with local gaushalas to meet targets—for example, Pussal district plans to relocate 150 stray animals, with timely payments arranged via the Collectorate.

Chief Minister Mann said, “All district officials are to treat this campaign as a top-priority task. Our approach focuses on both public safety and the proper care of animals.”

Experts say the initiative could set a precedent for other states, showing that with commitment, planning, and resource allocation, even deeply entrenched social issues can be addressed. By combining safety measures with humane treatment, Punjab aims to balance public concerns with the welfare of animals.
