Zirakpur, Sept. 26 — Zirakpur Municipal Council (MC) President Udayveer Singh Dhillon will face a floor test on November 3, the Punjab and Haryana High Court has directed, in a move aimed at determining if he still commands a majority in the 23-member council.
The floor test will be held under the supervision of Mohali Deputy Commissioner Komal Mittal and high court-appointed observer Advocate Gurpreet Singh. The court instructed the DC to ensure the proceedings are conducted in a free and fair manner, warning that any disruption could lead to adjournment. The meeting, scheduled for 2 p.m., will also be videographed.
Dhillon, son of Congress leader Deepinder Dhillon, was elected president in April 2021, following a council election in which 23 councillors won seats. The Zirakpur MC’s five-year term ends in 2026.
Under the court’s directions, if Dhillon passes the floor test and retains his post, he will proceed to conduct the election of vice-president. If he fails, the DC will hold the vice-president’s election within 30 days.
Political tensions have shaped Dhillon’s tenure. In 2022, 13 councillors shifted allegiance to the Aam Aadmi Party (AAP), which came to power in the state, and were later supported by eight Shiromani Akali Dal councillors in June 2024 during a no-confidence motion against Dhillon. Dhillon had claimed the motion was defeated in a July 5 meeting, while the opposition held another meeting on July 15 passing a resolution against him. Both outcomes were challenged in the high court, leading to the current order for a fresh floor test.
The upcoming November 3 proceedings will determine whether Dhillon continues as Zirakpur MC president or if the council leadership changes hands ahead of the completion of its term.
