Chandigarh Civic Body Links Field Enforcement to Digital Surveillance

Chandigarh, July 17: All field personnel attached to the Chandigarh Municipal Corporation’s Enforcement Branch must now activate body-worn cameras during anti-encroachment operations, following a new administrative mandate. The protocol introduces mandatory recording systems to archive all ground activities and communications between field teams and local merchants or residents.

The primary goal of the tech integration is to cultivate greater institutional accountability and strengthen civic trust.

“Transparent governance is the foundation of public trust. This is a decisive step towards making Chandigarh’s civic administration more accountable and technology-driven,” Mayor Saurabh Joshi declared.

The administrative framework ensures that no segment of the operational squad is exempt from visual tracking. The cameras have been issued to sub-inspectors, drivers, labourers and other enforcement field staff, establishing complete tracking from top supervisors to base workers during field operations.

Municipal leaders stated that the policy was designed after reviewing frequent field disputes regarding the seizure of goods and clearing of public spaces. The captured video files will serve as official evidentiary material to settle conflicting statements and assess the conduct of staff objectively.

The Mayor maintained that the mandatory recordings would provide deep security benefits for all parties involved in municipal disputes.

“Every enforcement action will now be backed by digital evidence,” Joshi said, adding that the move is meant to safeguard the interests of both citizens and enforcement personnel by preventing disputes and ensuring impartial and transparent conduct.

Civic authorities concluded by stating that embracing digital auditing tools aligns directly with long-term smart governance goals. They declared that the implementation of wearable tracking technology would establish a fair, professional environment where field staff perform their duties under high ethical standards.
