CHANDIGARH, June 9 — Restructuring of urban management, Punjab Local Government Minister Harjot Singh Bains announced on Monday that senior civic officials must be on the ground daily at dawn to oversee municipal sanitation. The newly unveiled “Mission Clean Punjab” mandates that all municipal commissioners, joint commissioners, executive officers, and additional deputy commissioners execute active street-level oversight from 7:00 AM to 8:00 AM daily.
The minister asserted that the standard administrative routine has been altered to bring direct accountability to public spaces. Under the program, cities are mapped out into distinct 10-kilometer sectors, placing senior bureaucrats directly in charge of localized sanitation outputs.
To enforce compliance, the department is deploying specialized technological tools. The minister stated that field teams are required to remain accessible for live video verifications during their morning rounds, with progress monitored through an innovative AI-powered mobile tracking application.
Addressing the department’s administrative and field staff, Minister Harjot Singh Bains said:
“Today I am at head office; tomorrow I could be in Mohali, Amritsar, Bathinda, Fazilka or Jaito. From sanitation staff to MC commissioners, everyone will be on streets and lanes so people can see the impact on the ground. If it’s still not visible, tell us directly.”
The minister noted that senior officials must be fully equipped with functioning camera smartphones and stable internet connections to facilitate unannounced virtual inspections. He stated that the Chief Minister, Bhagwant Singh Mann, is directly supervising the performance charts, and any officer may receive direct inquiries from leadership regarding their zone’s status.
The local government department maintained that weekly evaluation reports will be compiled to measure structural progress. The minister noted that the policy shifts away from traditional bureaucratic reporting toward verifiable, on-ground field outcomes, ensuring that public resources are effectively utilized to clean urban neighborhoods.
