CHANDIGARH, June 9 — Chief Minister Bhagwant Singh Mann declared on Monday that the era of intermediate contractors exploiting temporary public workers has concluded in Punjab. Unveiling a comprehensive regularization roadmap, the Chief Minister stated that the administration is introducing dual legal frameworks to absorb 65,000 outsourced and contractual employees directly into regularized state roles, ensuring employment stability and professional dignity.
The policy announcement coincided with the distribution of 355 fresh appointment letters to youth entering various technical and administrative departments. The Chief Minister stated that the state’s employment strategies have successfully initiated a phase of reverse migration, encouraging young Punjabi professionals to return from overseas to build their careers within their home state.
The Chief Minister compared the role of the government to an airport runway, stating that the state’s objective is not to direct individual ambitions but to build a smooth, corruption-free launchpad for young minds. He noted that multiple candidates have secured job selections across different departments simultaneously, proving that talent alone dictates success under the current system.
Emphasizing the connection between public sector trust and economic security, Chief Minister Bhagwant Singh Mann said:
“We want to create such opportunities within Punjab that our youth choose to build their future here. This is essential for fulfilling the dreams of our freedom fighters and for strengthening our state. In fact, due to the efforts of the government, reverse migration is already being witnessed and many young Punjabis are returning from abroad to serve and contribute to their homeland.”
The Chief Minister provided specific details regarding the expansion of technical education and skill training infrastructure designed to meet modern industrial standards:
- Institutional Expansion: Construction is underway for 25 new Industrial Training Institutes, alongside structural and laboratory upgrades at 13 existing centers.
- Polytechnic Modernization: The state has invested ₹20 crore for upgrading equipment at Government Polytechnic Colleges, supplemented by a ₹12 crore allocation for physical building renovations.
- Advanced Technology Labs: In collaboration with IIT Ropar, specialized Cyber-Physical Systems Laboratories are being set up across eight polytechnic institutions, while five centers have established dedicated Innovation Labs.
- Specialized Centers: A ₹23 crore expenditure has been approved to build the Captain Amol Kalia Centre of Excellence at Nangal to provide industry-oriented training.
The Chief Minister maintained that the clean recruitment record maintained over the past four years has restored the confidence of ordinary households. He noted that children of working-class families are securing high-ranking administrative jobs solely through hard work, establishing a fair system where public funds are directly utilized to empower the state’s human capital.
