EC Launches Second Phase of Voter Roll Overhaul in 12 States, UTs

NEW DELHI, Oct 27 — The Election Commission will roll out the second phase of its nationwide Special Intensive Revision (SIR) of electoral rolls across 12 states and Union Territories, Chief Election Commissioner Gyanesh Kumar said on Monday.

Speaking at a press conference, Kumar noted that the first phase in Bihar had been “successfully completed with zero appeals,” underscoring the Commission’s effort to ensure error-free electoral records. “This revision ensures that every eligible elector finds their name on the rolls and every ineligible entry is removed,” he said.

The CEC explained that the ongoing SIR marks the ninth such comprehensive update since Independence. The last major revision was carried out between 2002 and 2004.

Officials said the final electoral roll for Bihar, published on September 30, lists nearly 7.42 crore electors. The state will go to polls in two phases on November 6 and 11, and the counting of votes is scheduled for November 14.

The Commission has already held two national-level consultations with state Chief Electoral Officers to coordinate the next phase of the SIR. “Many states have uploaded their updated electoral rolls on their respective websites after the last revision,” an official said.

According to the Election Commission, the second phase will be carried out with an emphasis on verification, transparency, and inclusion. “The goal is to make every election more representative and every vote count,” Kumar mentioned.

The CEC added that the SIR, being conducted simultaneously across several regions, is not only a technical exercise but also a reaffirmation of the Commission’s commitment to maintaining the integrity of the electoral process.
