Farmers threaten 2020-style stir if Centre pushes ahead with Bills

CHANDIGARH, November 27, 2025 — Farmers across Punjab on Wednesday issued a sharp warning of a renewed mass agitation if the Centre tables the Electricity (Amendment) Bill, 2025 in the coming Parliament session. At a gathering of more than 5,000 farmers under the Samyukt Kisan Morcha (SKM), leaders said they were prepared to return to the streets unless the government withdraws the Bill, the proposed Seeds Bill and four labour laws.

They also demanded the rollback of the National Education Policy, saying these measures were designed to centralise control. SKM has convened a meeting of member unions on November 28 to plan further action.

“Be prepared for a new battle and it’s more serious this time,” BKU (Rajewal) president Balbir Singh Rajewal told the crowd, asking farmers to carry essentials for a prolonged movement.

Joginder Singh Ugrahan, president of BKU (Ekta-Ugrahan), said the power Bill would push electricity distribution into corporate hands. He pointed to smart chip meters as evidence of an impending privatisation push. He added that the Seeds Bill would clear the way for multinational companies to flood the market with hybrid seeds and dominate agriculture.

BKU (Ekta-Dakaunda) state president Buta Singh Burjgill echoed the sentiment. “Watch out brothers! Farmers are being pushed to a point of no return,” he said.

Krantikari Kisan Union president Darshan Pal Singh accused the Centre of reneging on its MSP promise made at the end of the 2020–21 agitation. “The government has not even given us the MSP on crops, as promised,” he said, adding that Punjab had also failed to compensate flood-hit farmers.

The meeting passed a resolution urging the Centre to drop anti-labour Bills, keep agriculture out of free trade agreements and clear all cases against farmers, including those tied to the Lakhimpur Kheri incident. Farmers also demanded removal of red entries for stubble burning.

Leaders cautioned the state against any move to sell land belonging to Punjab Agricultural University or the Punjab State Electricity Board. They also pressed the Centre to announce the Panjab University senate election date and reiterated their demand that Chandigarh be declared Punjab’s rightful capital.
