Haryana Government Orders Large-Scale Law Enforcement Overhaul

Gurugram receives new top cop as state shifts senior commanders across specialized branches

CHANDIGARH, May 18, 2026 – A massive police restructuring enacted by the Haryana administration has shifted top-tier security personnel, altering commands within the state’s intelligence, narcotics, and municipal units.

The transition is marked by a change in leadership for the Gurugram police commissionerate, where Sibash Kabiraj replaces Vikas Arora. State documents noted that Arora will now manage internal affairs at the central Police Headquarters as ADGP, Administration.

State authorities noted that the reassignments are aimed at optimizing operational efficiency across provincial territorial ranges and training facilities. The administrative orders place Dr. Mamta Ravi Kiran as the new ADGP for the State Vigilance and Anti-Corruption Bureau, while shifting ADGP Charu Bali to the Bhondsi Police Complex and KK Rao to the Recruit Training Centre at Bhondsi.

The restructuring expands into the supervisory levels of several districts. Senior investigator Rakesh Kumar Arya has been designated to lead the Crime Branch as its Inspector General. The regional oversight for the Karnal and South ranges will be handled by Ashok Kumar and Om Prakash, respectively, whereas Kuldeep Singh is slated to oversee the Hisar Range.

The administration noted that Naazneen Bhasin will perform a dual administrative role, heading both the Haryana Armed Police at Madhuban and the training center in Gurugram.

Security adjustments within the state intelligence and specialized forces include Surinder Pal Singh moving to the CID as Deputy Inspector General. The state narcotics division will see expanded oversight from Rajender Kumar Meena at Sonepat, alongside newly assigned division chiefs Manbir Singh and Sunil Kumar.

For field-level tactical units, Surinder Singh Bhoria has been designated as the Superintendent of Police for the anti-crime Special Task Force based in Panchkula, while also monitoring the Commando unit at Newal. Aditi Singh has been assigned to lead vigilance operations in Gurugram.

The state services component of the shuffle places local officers Siddharth Dhanda and Poonam into the State Crime Branch, while assigning Pooja Dabla to manage the state’s central Emergency Response Support System.
