High Court orders Haryana to grant transfer merit points for spouse posted in BBMB Punjab quota

Bench affirms state cadre posts in BBMB retain full entitlement to family welfare benefits

Chandigarh, Oct 8: In a significant ruling under the state’s ‘Model Online Transfer Policy, 2026’, the Punjab and Haryana High Court clarified that government employees whose spouses serve on Haryana share quota posts in the Bhakra Beas Management Board (BBMB) remain fully eligible for couple-case weightage.

The order came in response to a plea filed by a regular physics professor from Fatehabad whose application for transfer was evaluated without couple case credits. State authorities had withheld the 10 merit points because her husband was stationed at Nangal in Punjab. Overturning the department’s position, the bench stated that BBMB posts are recognized state cadre positions, as formally notified by Haryana on January 12.

The court noted that the primary objective of the transfer framework is to minimize personal and familial hardship for public servants while ensuring administrative efficiency. Directing the department to promptly recalculate her total merit score, the bench ordered that her transfer request be re-evaluated in accordance with updated policy guidelines.
