Punjab and Haryana High Court Seeks Report on Delayed ACP and LTC Benefits

Bench Expresses Concern Over Flood of Employee Grievances, Sets Strict Compliance Warning

CHANDIGARH, Oct 29 — Addressing persistent delays in releasing service benefits, the Punjab and Haryana High Court asked the Haryana government to provide a clear accounting of all pending Assured Career Progression (ACP) cases within the Education Department. Justice Harpreet Singh Brar observed that the court has been inundated with routine litigation from eligible staff seeking basic entitlements like ACP and LTC benefits.

Hearing an individual petition where eligibility was fully conceded by authorities, the High Court noted that structural inertia continues to stall legitimate financial claims. The bench maintained that administrative accountability is crucial, asserting that non-compliance with its reporting order would lead to a personal penalty of Rs 50,000 on the defaulting officer.

The state administration has been tasked with presenting complete statistical data regarding pending claims along with explanatory justifications for each delay. Judicial authorities affirmed that streamline procedures are necessary to resolve recurring employee grievances without forcing staff into prolonged legal battles.
