Haryana Budget 2026-27 Prioritizes Farmers, AI-Driven Education

New potato seed legislation and electric bus fleet for religious routes announced

Chandigarh, March 3: A massive push for agricultural technology and specialized power distribution led the 2026-27 Haryana budget presented by Chief Minister Nayab Singh Saini on Monday. The ₹2.23 lakh crore outlay introduces the Haryana Agri-Power Distribution Corporation to streamline electricity for the farm sector and proposes the Haryana Potato Seeds Act to certify tissue-culture-produced seeds for higher yields.

The budget documents indicate a revenue deficit of 0.87 percent of the GSDP while focusing heavily on capital expenditure. Beyond agriculture, the state is investing ₹55 crore into four new polytechnics and expanding the “Atal Tinkering Labs” program by adding 250 more units in schools. To bridge the skill gap in remote areas, Saini declared the introduction of six mobile skill labs to provide training in electronics repair and electric vehicle maintenance.

Public transportation and industry convenience also featured prominently. The Chief Minister affirmed that Haryana Roadways will acquire 50 new electric buses specifically for routes to religious destinations such as Katra, Haridwar, and Amritsar. Additionally, 1,000 new buses will be added to improve student transport across the state.

“Since the past three weeks, the trade scenario eased again but has again been disrupted,” noted rice exporters in a separate industry context, but Saini maintained a focus on domestic stability through the establishment of Common Industrial Secretariats in Gurgaon and Faridabad to assist investors.

On the health front, the Chief Minister stated that nine primary health centers will be upgraded to community health centers, while 17 new PHCs will be established across various districts. “The mobile skill labs will provide training in EV maintenance, electronics repair and digital services,” Saini asserted, highlighting the shift toward modern vocational education.
