PATNA, OCT 7: The Bihar Energy Department has petitioned the Bihar Electricity Regulatory Commission (BERC) to modify net-metering regulations, proposing that distribution utilities purchase any annual surplus electricity generated by rooftop solar installations.
The initiative is designed to ensure that residential consumers and farmers do not lose the value of excess power remaining unadjusted at the end of the financial year.
Under current grid-interactive rules, excess solar power fed into the grid is carried over to offset subsequent monthly bills, but any credit balance at the end of the fiscal year expires without monetary compensation.
The proposed policy change aims to monetize this residual energy, generating direct revenue for households and supporting the state’s broader renewable energy targets under the PM Surya Ghar: Muft Bijli Yojana and PM-KUSUM frameworks. State power authorities affirmed that full assistance is being extended to consumers and agriculturalists—spanning feasibility checks, grid integration, and net-metering execution—to streamline the transition toward clean energy across Bihar.
