Chaired by Chief Minister Bhagwant Singh Mann, the Council of Ministers agreed to fund the administrative shortfall directly from the state treasury. This intervention is specifically timed to align with extensive administrative reviews being conducted by the Election Commission.
This localized policy allows residents to update their legal files, including residential proofs and caste identifications, without paying standard processing fees. Academic documentation, such as replacement high school certificates, has also been included in the free-service bracket to assist younger applicants. To maintain an efficient workflow, state authorities have reordered standard digital and physical processing priorities across all regional tech platforms.
Cabinet Minister Harpal Singh Cheema declared that the temporary adjustment removes significant logistical hurdles for the general public. “The Special Intensive Revision being undertaken by the Election Commission has resulted in a large number of citizens requiring documents such as residence certificates, caste certificates, birth certificates and educational certificates for submission before the concerned authorities,” the Minister maintained. He asserted that the fiscal relief protects vulnerable households from unforeseen administrative expenses.
The execution of the waiver relies heavily on integrated digital systems, making the free services accessible via the state’s Online Citizen Services Portal as well as local neighborhood kiosks. Individual line departments have been granted the autonomy to publish unique operational instructions to match the high volume of incoming data. The state anticipates that this temporary suspension of fees will maximize participation in public updates by removing everyday financial pain points.
