Massive Tibet Dam Prompts Indian Counter-Strategy

New Delhi steps up plans for 11,000 MW Arunachal project to secure downstream river flows

New Delhi, June 22: China’s decision to begin building the world’s largest hydroelectric facility near the Arunachal Pradesh border has renewed focus on India’s long-delayed Siang Upper Multipurpose Project. The strategic infrastructure plan in Upper Siang and Siang districts is slated to become India’s largest hydropower venture, designed to protect the Northeast from potential environmental and hydrological disruptions upstream.

The immense Chinese project is being developed on the lower stretches of the Yarlung Tsangpo river, a crucial water system that becomes the Siang and Brahmaputra rivers as it flows into India. The Chinese facility is expected to hold an ultimate installed capacity of 60,000 MW, dwarfing all existing global stations.

The stark contrast in project timelines has intensified policy debates in New Delhi, given that the Chinese construction is actively progressing while the Indian counterpart is still undergoing preparatory studies. The NHPC-led Indian project aims to deliver nearly 47 billion units of power annually once it transitions past the pre-feasibility stage.

The structural intervention is intended to do far more than boost regional electricity grids. Water experts have declared that large upstream interventions could severely alter sediment flow, river ecology, and local agriculture unless countered by a robust domestic storage system capable of mitigating sudden changes in water levels.

In response to these regional challenges, the government has moved to upgrade its disaster preparedness, flood forecasting mechanisms, and river-monitoring networks throughout the Northeast. Representatives asserted that the nation remains committed to transboundary river transparency, while simultaneously fast-tracking the Siang project to ensure long-term energy and water safety.
