Chandigarh, August 12: A formal petition seeking a ten-day parole for Jagtar Singh Hawara was presented to Governor Gulab Chand Kataria by Chief Minister Bhagwant Singh Mann, citing severe health complications faced by the inmate’s elderly mother. The Chief Minister maintained that the request centers entirely on compassionate considerations, as the prisoner’s mother hopes to see her son after thirty-one years.
The legal procedure requires formal concurrence from the Governor in his capacity as Chandigarh Administrator, given that the underlying matter involves judicial overview in Delhi. Inmate Hawara was sentenced in relation to the 1995 blast that resulted in the death of former Chief Minister Beant Singh and seventeen others. His original sentence was later reduced to life imprisonment following an appellate court decision.
“Being the administrator of Chandigarh, the recommendation of the governor is necessary for a decision in this regard. Therefore, considering the humanitarian aspect of the matter and the deteriorating health condition of Jagtar Singh Hawara’s mother, I have urged the Governor to take a decision at the earliest,” Chief Minister Mann stated.
“Jagtar Singh Hawara has been lodged in Burail Jail, Chandigarh, for the last 31 years. His mother is old and suffering from age-related health issues and is currently semi-conscious. In view of her deteriorating health condition, I have requested the Governor to kindly consider granting 10 days’ parole to Jagtar Singh Hawara at the earliest so that he can meet his mother,” the Chief Minister noted.
The state leadership pledged complete cooperation with central authorities while promising strict monitoring to guarantee uninterrupted peace across Punjab during the stipulated period. Family members and associates have extended full cooperation to ensure the temporary stay proceeds without any administrative hurdles.
“The state government takes full responsibility for the law and order situation in the wake of Jagtar Singh Hawara’s visit to his home. His supporters and family members have also assured their full support to the state government in this regard,” Chief Minister Mann asserted.
“The state government is fully committed to maintaining law and order and protecting the hard-earned peace of Punjab. No stone will be left unturned for this noble cause. I have also assured the Governor of full support and cooperation from the state government in pursuing this matter with the Centre,” Chief Minister Mann declared.
