Bilateral Breakthrough Clears Way for Australian Uranium Exports to India

Intense two-year negotiations resolve reporting disputes, operationalizing 2014 civil nuclear pact

by TheReportingTimes

New Delhi, July 10: A decade-long stalemate over civil nuclear cooperation has ended with India and Australia signing a vital administrative arrangement to allow the immediate trade of uranium. The newly finalized pact operationalizes a broad civil nuclear cooperation agreement first signed back in 2014, creating a secure regulatory mechanism for long-term fuel transfers. Both nations confirmed that the trade will strictly support peaceful energy generation under the oversight of international atomic regulators.

The breakthrough comes after years of complex diplomatic gridlock surrounding the tracking and monitoring of nuclear materials. Providing context on the negotiations, Foreign Secretary Vikram Misri stated that the arrangement needed to be brought in line with one that would satisfy both sides and provide confidence that reporting procedures and protocols were in place. Foreign Secretary Misri declared, “After very intense discussions over the past two years, both countries were able to resolve the outstanding issues and finalise the necessary framework.”

The finalized framework shifts the responsibility of sourcing the radioactive material to corporate entities within the two nations. Foreign Secretary Misri asserted that because private Australian companies are the ones involved in the uranium trade, they will need to coordinate directly with their counterparts on the Indian side. He affirmed that these organizations, which are ordinarily involved in importing uranium from other global sources, will now begin concluding specific commercial contracts.

The geopolitical milestone was a centerpiece of Prime Minister Narendra Modi’s high-profile visit to Australia. In a joint statement with Australian Prime Minister Anthony Albanese, both leaders welcomed the finalized signing of the Administrative Arrangement, noting it guarantees exports under strict International Atomic Energy Agency safeguards. Prime Minister Modi later affirmed that this new cooperation will give substantial strength to India’s domestic clean energy goals while expanding alternative power infrastructure.

Beyond immediate energy security, the pact reinforces India’s standing in the global nuclear order. Alongside the trade agreement, the Australian government explicitly reiterated its firm support for India’s inclusion into the Nuclear Suppliers Group, further cementing the growing strategic alliance between Canberra and New Delhi.
