Government seeks market stability and ease of business for small enterprises

New Delhi, July 19: Major amendments targeting foreign investment rules and small business operations will be tabled in Parliament as the Monsoon Session begins its work this week. The Ministry of Parliamentary Affairs has finalized a tentative agenda that prioritizes regulatory updates for the MSME sector alongside comprehensive changes to current income tax provisions. The legislative schedule is framed to run through August 13, allowing for a temporary recess for Independence Day events.

The upcoming Income-tax (Amendment) Bill, 2026, will formally supersede an active Ordinance to fortify India’s government bond market. Officials asserted that the policy is designed to encourage long-term foreign investments and improve the general availability of funds within the financial system. The administration declared that these protective measures are essential given the current global economic uncertainties and volatile energy costs.

Concurrently, the new MSME bill focuses on updating the trust-based regulatory environment for smaller commercial entities. The official outline declared that the text provides fresh mechanisms to resolve payment delays and empowers individual states to expand their Facilitation Councils. Representatives affirmed that the overarching goal is to significantly enhance the ease of doing business for micro and small enterprises facing market competition.

The legislative log also shows that lawmakers are ready to conclude debate on the Foreign Contribution (Regulation) Amendment Bill, 2026. The bill is already placed on the active roster for voting and passage after initially entering the Lok Sabha early this spring.
