12 Himachal Bills pending over 3 months to be deemed passed: Speaker

SHIMLA, Aug 15: — Himachal Pradesh Vidhan Sabha Speaker Kuldeep Pathania on Saturday said 12 Bills cleared by the Assembly but pending with the Governor or the President for more than three months will now be deemed passed under a recent Supreme Court ruling.

Of the 73 Bills passed by the 14th Vidhan Sabha, 12 remain without assent — five of them relating to increased emoluments for the Chief Minister, Speaker, Deputy Speaker, ministers and MLAs.

Pathania’s remarks come amid a standoff between the Raj Bhawan and the state government over delays in approving several measures, including a 2023 amendment to the Act governing the appointment of Vice-Chancellors at the state’s horticulture and agriculture universities. The delay has stalled the appointments, prompting the government to plan re-passage of the Bill in the upcoming monsoon session.

Responding to criticism over the pay hike during a period of rain disaster losses, Pathania said legislators had repeatedly donated one month’s salary for relief and he would do so again.

The Speaker also called for reviving and strengthening the Vidhan Sabha’s committee system to address citizens’ grievances and improve compliance with committee reports.
