Policy-2025 mandates GPS tracking, CCTV and strict penalties to stop illegal mining

Ropar, Nov 18: Outlining the features of the Punjab State Mining Policy-2025, Ropar MLA Dinesh Chadha has reminded the district administration that the new framework provides no scope for lapses in monitoring illegal extraction.

Approved in July 2025, the policy mandates scientific demarcation of mining blocks based on environmental assessments to prevent damage to riverbeds and surrounding ecology. All mining sites are to be allotted through e-auction to curb cartelisation and ensure fair competition.

A GPS-enabled tracking system for tippers, excavators and transportation vehicles allows real-time monitoring of mineral movement. The policy enforces a complete ban on night-time mining except in rare cases with written approval. CCTV cameras are to be installed at all mining and loading points for round-the-clock surveillance.

Each consignment must carry a digital transit pass auto-generated and linked to royalty payments, preventing forged slips and pilferage. The policy also provides for harsh penalties, including cancellation of contracts and FIRs, against anyone involved in or supporting illegal mining. Crucially, it establishes an accountability chain, fixing responsibility on both mining and police officials for enforcement lapses.

In his letter, Chadha urged the Ropar administration to implement these measures immediately and without exception. “Any illegal mining activity now is not just a crime against the environment, it is a direct challenge to the authority and intention of the Punjab government,” he wrote.
