New Law Mandates Refunds For Excessive School Fee Hikes

Chief Minister Mann vows to end corporate education practices as Governor clears five percent cap.

Chandigarh, July 13: Punjab families received direct financial protection after Governor Gulab Chand Kataria signed the fee regulation amendment ordinance into law. The new statutory provisions not only establish immediate boundaries for subsequent school terms but also introduce a strict penalty mechanism forcing schools to return any surplus money collected beyond the legal parameters.

The policy shift forms a core part of the current administration’s public welfare agenda. Chief Minister Bhagwant Singh Mann declared that the state remains focused on lowering the cost of public development, affirming that “school education should be affordable for all”. The Chief Minister stated that the administration is entirely responsible for keeping everyday citizens free from unfair economic strain.

Under the specific guidelines of the ordinance, private unaided institutions cannot increase their annual rates by more than five percent without getting prior approval from a competent authority. State leaders noted that the law introduces unprecedented structural clarity, effectively eliminating sudden, unapproved spikes in schooling costs while establishing total transparent accountability for institutional operations across the region.
