Tehran Proposes Phased De-escalation as Diplomatic Push Reaches Moscow

Araghchi presents Hormuz-first plan to Putin; nuclear talks sidelined for later stage

PETERSBURG, APRIL 27 — Iranian Foreign Minister Abbas Araghchi has presented a comprehensive three-phase peace proposal during a high-stakes meeting with Russian President Vladimir Putin on Monday. The diplomatic initiative seeks to prioritize maritime security and immediate ceasefires while postponing contentious nuclear negotiations until a later date. Araghchi affirmed that the proposal is designed to address global energy concerns by reopening the Strait of Hormuz and lifting naval blockades.

Russian state media reported that President Putin praised Iran’s efforts to defend its sovereignty and pledged Russia’s full support in achieving a swift resolution to the regional conflict. Araghchi asserted that the visit was an opportunity to conduct a thorough review of the war’s progress and coordinate actions against what he described as “unbalanced and irrational” external pressures.

The first stage of the Iranian framework reportedly seeks explicit guarantees against attacks on Iran and its regional partners, including Lebanon. Officials stated that if successful, the process would move to a second phase involving a new maritime regime for the Strait of Hormuz. Araghchi maintained that consultations with Oman, as a coastal state of the waterway, are vital to this transition. Only after these conditions are met would Tehran be prepared to re-engage in nuclear discussions.

“I am confident that these consultations and coordination between the two countries will be of particular importance,” Araghchi declared upon his arrival in St. Petersburg. He affirmed that the trip followed productive meetings in Pakistan, where a document outlining Iran’s “red lines” was handed over for transmission to the United States. Despite the collapse of a previous three-week truce, Araghchi stated that Tehran is pursuing a “feasible framework” to end the ongoing hostilities and restore safe passage for global trade.
