NEW DELHI: A newly tabled CAG report has exposed severe administrative laxity within the Haryana State Pollution Control Board (HSPCB), highlighting close to ₹1,163 crore in missing or unrecovered ecological penalties.
According to the state audit, the pollution watchdog completely ignored violations worth ₹949.27 crore in environmental compensation for raw sewage dumping across eight major districts. Adding to the fiscal and environmental damage, the board failed to recover ₹214.26 crore from 650 local industrial facilities caught breaking anti-pollution laws over a five-year period. Only a meager ₹50.50 crore was successfully gathered from 334 units.
The report details an alarming lack of oversight, pointing out that nearly one-third of all urban waste in monitored zones goes directly into water channels without processing. Major public facilities repeatedly failed discharge tests for years on end with zero financial consequences. Recovery efforts have reportedly hit a standstill in industrial hubs, with Gurugram North tracking the worst performance, leaving over 92% of its green fines uncollected.
