Punjab Lands Major Biofuel Expansion

New Biogas Plants to Process Agricultural Waste

CHANDIGARH, June 3 — State industrial updates confirmed that Hindustan Petroleum Corporation Limited will execute a series of infrastructural developments in Punjab focusing on green energy and refinery upgrades.

The corporate expansion, announced following executive talks at the capital, positions the state as a primary node for clean energy production in North India. Under the dual banner of HPCL and HPCL-Mittal Energy Limited, the investments introduce specialized biofuel operations alongside a network of 10 state-wide biogas production centers designed to convert crop residue into usable power.

Economic planners maintained that the incoming infrastructure capitalizes on the state’s strategic proximity to major logistics corridors and upgraded power grids.

“It is encouraging that HPCL has shown keen interest in investing in key sectors such as refinery and biogas in Punjab,” Chief Minister Bhagwant Singh Mann asserted. “These investments will significantly benefit the state.”

The environmental components of the energy deal target the state’s agricultural waste cycle. Five of the proposed biogas installations have advanced to active operational status, providing immediate processing outlets for rural biomass. Officials noted that utilizing second-generation technological frameworks at the Bathinda refinery cluster allows the energy sector to scale up clean fuel manufacturing while stabilizing rural household economies.

Mann affirmed that the state’s updated economic policy provides a reliable foundation for long-term corporate partnerships. “Investors are true patriots who serve the nation by making large investments, creating jobs for youth and ushering in an era of unprecedented progress and prosperity,” he stated.

The deployment of the Fast Track Punjab single-window mechanism has simplified corporate entry by providing auto-deemed clearances and PAN-linked tracking systems. These structural adjustments aim to eliminate bureaucratic stagnation and protect incoming capital from unexpected operational delays.

“It is heartening that HPCL-Mittal Energy Limited is further expanding its operations in Bathinda by working on 2G technology,” Mann declared, adding that the integration of agricultural residue processing creates a sustainable model for the entire region.

The ministerial conference was attended by Secretary Industries Gurkirat Kirpal Singh and Secretary Rural Development Ajit Bala Ji Joshi to align the commercial energy targets with rural community development programs. The administration maintained that the transparent regulatory framework will remain fully accessible to ensure the rapid completion of the energy production hubs.
