Doorstep Governance Transforms Public Service

Over 4.18 lakh appointments recorded under state's administrative accessibility campaign

Chandigarh, June 19: Punjab’s decentralized governance model has achieved significant traction, with over 4.18 lakh service appointments booked by residents seeking seamless administrative assistance. The “Bhagwant Mann Sarkar, Tuhade Dwaar” system allows individuals to request home visits from trained operators who manage document collection, guide applicants through digital submissions, and process approvals without requiring visits to government desks.

The service model has proven highly beneficial for rural farmers, senior citizens, working professionals, and individuals with disabilities who previously faced logistical barriers and financial costs traveling to administrative hubs. Approved certificates and public documents are now sent directly via smartphone notifications and physical home couriers.

Good Governance and Information Technology Minister Aman Arora noted that simplifying local verification has been key to expanding the scheme’s reach.

“The recent initiative to facilitate online verification of certificates through Sarpanchs, Nambardars and Municipal Councillors is another step towards reducing paperwork, limiting unnecessary physical visits and making government services more accessible,” the Minister affirmed.

He noted that real-time department dashboards and systematic tracking have established high accountability among public servants.

The state’s administrative framework incorporates formless digital capture tools, meaning operators enter citizen details directly into a centralized network that auto-generates formal applications. The administration maintained that providing direct, intermediary-free access to 437 government-to-citizen services represents a major milestone in public-centric governance. Officials declared that the system will continue to scale up operations to maintain its low pendency rates and guarantee convenient public service delivery across all districts.
