Chandigarh, July 31: The Haryana state government has published draft rules titled the Haryana Extension Lecturers and Guest Lecturers (Security of Service) Rules, 2026, creating structured job guarantees and comprehensive service terms for eligible higher education faculty. The Department of Higher Education confirmed that all inputs received within the 15-day public consultation window will be thoroughly evaluated before formal implementation.
Under the framework, service protection applies to extension and guest lecturers logging a minimum of five years in cumulative service with 240 days of remuneration per year. An online portal will be established for document submission and verification by institutional heads and departmental officers.
The proposed norms establish detailed procedures to address workload changes and personal needs. Surplus faculty will be reallocated to colleges demonstrating required teaching hours, while specific transfer accommodations are designated for married female staff, employees suffering from chronic health conditions, and individuals navigating major personal bereavements.
Financially, secured faculty will draw Rs 57,700 per month alongside periodic Dearness Allowance revisions and an annual 2 percent increment. Leave entitlements encompass six months for maternity, 15 days for paternity, and specialized medical leave for rabid animal treatment. The draft framework also establishes disciplinary parameters that restrict private employment, involvement in political organizations, strike actions, and open criticism of state administration.
